To modify the Engineering Scale, right-click in the mapping window and choose Zoom > Zoom Engr. Scale from the popup menu.

A second, and more common way, to access the Engineering Scale is to click on the engineering scale's edit icon. It will produce the same results as the popup menu choice above.
